APPLICATION AND REALIZATION OF THE PRINCIPLE OF SECRECY AND IN POSTAL TRAFFIC INVIOLABILITY

In carriage of mail items and in telegraph and telephone communications the postal organizations perform the task of materialization and application of the constitutional principle of inviolability of the secret of mail items and other means of communication. Implementing the legal stipulations on this matter, postal organizations have established in their normative acts special measures and procedures which promote and materialize this principle, while by the introduction of measures of protection in postal traffic they have granted the users of postal services adequate security in transfer of mail items.

The basic objective of inviolability is that the citizens as the users of postal services are granted easy and unhindered exchange of news, messages and communications, and only in exceptional cases, as provided by the law, they may depart, from this principle.
