Communications system for data transfer as an inseparable part of the social and economic life of the country takes a significant position in the sphere of harmonized development of postal traffic as a segment of social reproduction.

Missing facilities of the system for data transfer, employment of different technologies and a variety of unsynchronized activities turn into an element of destabilization of its functioning as a part, of the traffic system i.e. the economic system of the country with which it keeps a dynamic mutual relationship in the process of operation.

This paper deals with the indispensability of construction and harmonization of the communications system for data transfer as an element of rationalization of operations and transport technology.
