At first the authors describe the tendency of the West european railways development where they are building and planning to build completely new railway lines, foreseen as being for high speeds, and at the same time great care is being taken to provide for better comfort. The authors have evaluated the railway network and the rolling stock of the Yugoslav Railways as being in a completely unsatisfactory state. They plead for extensive investment in the railway infrastructure and rolling stock as soon as possible. They ask for a different treatment for the railways by the state, than is at present in operation.
