DISTORTION OF THE ROAD INFRASTRUCTURE FUNDING SYSTEM AS A SEGMENT OF THE ROAD TRAFFIC SUBSYSTEM

Road infrastructure makes an inseparable part of community and economic life of the country and plays an important role in the sphere of a harmonious development of the process of simple and extended reproduction. This means then that any deformation in the area of conceiving a consistent road infrastructure funding system produces a number of negative implications affecting the road traffic system, transport system and entire economic system of the country. In this the facilities of road infrastructure develop into a destabilization element for the functioning of the transport system as a subsystem of the economic system of the country, having a dynamic interaction in the process of its operation. The paper deals with the deformation of the road infrastructure funding system as a segment of the road traffic subsystem having adverse effects in a number of unresolved relationships in the road traffic subsystem, which as such does not represent an element of rational functioning of the road traffic subsystem – i.e. the transport system as a dynamic complex system in the process of social reproduction.
